There are probably thousands of sites on the Internet that are there specifically to help people design their Web pages. One of the best ones I have found is Quadzilla. This whole site helps and teaches people how to write HTML from the very basic all the way up to the more complex codes.
As you scroll down the first page you will find a welcome section and then some helpful hints to make navigating the site easier. On the bottom bar is a pull down menu with all the things you will find here and also buttons to get you to the site map, back to the home page, and to take you to the "What's New" section.
In the "What's New" section you will find information on what's going on with the site, such as upgrades and changes. Also on this page there are tips for those days that there are updates.
If you go to the "Site Map" you will be amazed at the quantity of things you will find here. This site has everything from voting booths, where you can vote on what you want to see here, to tutorials on virtually every subject relevant to learning HTML.
Some of the tutorials and references that are offered here are on tags, the latest software, tables, style sheets, and more. There are also discussion groups, feedback forms, and tricks and tips. This is one of the best sites I have found so far and may truely be the "Ultimate HTML Site".
