If you want one book that covers everything then this would be the one. It is not an HTML primer but it does cover the tags you need to perform the tasks needed to design a Web page. It also has several sections in the beginning of the book that explain basic HTML and the structure of tags. It even goes into the formatting of text and the creating of links. From there it jumps right into how to add images and objects to your Web site.

After it goes over all the basics you will be ready to go full force into the realm of Web design. You will now go step by step through how to create tables, frames, and forms.
